Both, actually. If you have, or have access to, BOC Bulletin #137, its cover story in that magazine is about that car whose thumbnail photo you posted.
The inspiration on it, according to Michael Waller, author and owner, came from "...the Figoni and Falaschi Teardrop Talbot of the 1930s." In that sense, it predates the Morgan Aeromax. This car, according to the story, rests on a shortened Bristol 406 chassis [4065225] with its suspension and running gear....
On the other hand, Waller's car was built after Morgan began building the Aeromax.
