Just to clarify a bit regarding the ballast relay. On the (1966 vintage) Chevrolet 283 V8 in my Arnolt, the ballast resistor bypass wire originates from a terminal on the starter solenoid, so there is not a separate relay. The relay (or contact) is internal to the starter solenoid.
I don't know the configuration with the Chrysler engine.
