Default Exposed fan drum??

Behind the a/c unit is that a centrifugal fan drum? I am just wondering why they don't bother putting a vent or some kind of mesh over this - I have noticed it on the other cars for sale. The H&S lobby would have a field day about chopped fingers or objects falling in when the fan was on!
